Interpreting Liberation Day

We usually associate October 20 as the day Gen. MacArthur and the Allied Forces returned to the Philippines in “full force”. We need to imbibe the significance of this day in a broader way, in addition to the military orientation of being able to free the country from the Japanese occupation forces. What is also important, is that the return meant the restoration of democracy in the country. It meant our renewed ability to exercise our right to elect the people who will govern us and [...]

Performance in the Agriculture Sector

How did the region perform in the agricultural sector in the second quarter of 2010. Things are looking up. It looks like agriculture will have a rebound this year from last years declines in production. Why is this so? Based on data released by the Bureau of Agricultural Statistics, palay production grew by 7.72 percent, comparing 2009 and 2010 second quarter harvests. However, coconut production remained virtually steady, with a decline of only .05 percent. More areas were planted [...]

Advocacy and the RDC

One of the highlights of last week’s celebration of the Regional Development Council Week were the guesting of members of the Council in some radio programs of station DYVL. In addition to being able to air over radio some programs and projects endorsed by the RDC such as those on Disaster Risk Reduction and Climate Change Adaptation and major infrastructure projects, an important offshoot of the radio guestings was the need to inform the public about what the RDC is doing to address [...]

Celebrating RDC week

The Regional Development Council is an inter-agency, government-private sector body that has been in existence since 1972. It was formed when the national government was reorganized following the declaration of Martial Law by then President Ferdinand Marcos. The RDCs of the country are now 38 years old. Per Presidential Declaration No. 1164, the national government declared every fourth week of September as RDC Week. That is next week. There is going to be a celebration from [...]

Leading the RDC

Soon, President Benigno Aquino III will appoint a Chairman of the Regional Development Council (RDC) of Eastern Visayas. Three names have been submitted to his office by the National Economic and Development Authority, the secretariat of the RDC. These are: Gov. Jericho L. Petilla from the government sector and Mr. Tiburcio A. Morales (representing cooperatives) and Mr. Rene V. de los Reyes (representing labor) of the private sector. They were nominated by the RDC in its meeting last [...]

The value of project monitoring

In today’s column, views and comments on development planning will be continued. (It might be useful to the readers to check previous issues of this column). Although this time, aspects of the project development cycle will also be tackled. Here, we refer to “project monitoring”, an important part of the development planning process and the project development cycle. Project monitoring is defined as a “careful check of project activities over a period of time”. [...]

Plan implementation

Today’s column delves on the topic of plan implementation as a continuation of the columns in the previous issues which were on development planning. After a development plan is prepared, the logical next step is implementation. No matter how well formulated a plan is, problems arise that can cause delays and even failure of projects. There could be problems in the skills of the persons hired or designated to implement a project. They may not know exactly how to implement a project in [...]

Understanding GRDP

GRDP, the acronym for Gross Regional Domestic Product, measures the economic performance of a region. Last August 5, 2010, the 2009 GRDP for Eastern Visayas was released by the National Statistical Coordination Board. It showed a slowdown from a growth rate of 3.4 percent in 2008 to 1.8 percent in 2009. This decline was the result of a substantial decrease in the performance of the agriculture, forestry and fishery sector from 4.9 percent growth in 2008 to a negative growth of 1.6 [...]

Coverage of development plans

In the past two issues, the topics are pertaining to the importance of planning as an essential part of governance and the need to have broad participation in the planning process. In this series on planning, what comes to mind next is the importance of “completeness” of the plan. What should the plan cover, what should be included in it? In general, it is important to cover all important economic and social activities that affect a considerable number of people in a community.  [...]

Participative Planning

To add to the importance of development mentioned here in the July 14, 2010 issue, it is not enough that local government units recognize the significance of formulating a development plan.  Equally important is making planning participative. The question as to who should take part in the formal process of preparing a development plan is crucial. The output of the planning process is greatly influenced by those who take part in it. It is important that those who will be affected by [...]
