Outstanding national gov’t employees to receive additional bonus
TACLOBAN CITY – Additional bonus will be received by national government workers but only for outstanding employees working in an agency tagged as a top performer, the Department of Budget and Management (DBM) said.
DBM Regional Director Imelda Laceras said the performance-based bonus (PBB) is different from the 13th month pay, year-end cash bonus, and Productivity Enhancement Incentive (PEI) for government employees.
“The assessment of accomplishment reports of government agencies is ongoing. Departments will be ranked based on their accomplishment. Employees don’t have to worry how much they will get, they have to find out if their agency is identified as one of those top performing,” Laceras said.
An Inter-Agency Task Force was formed to evaluate if an agency’s performance can be categorized as best, better, or good. The PBB ranges from P5,000 to P35,000 depending on the performance of agencies and individual workers.
The benefit will be released early of January 2013.
“The agency head will rank employees that is on the assumption that they are selected by the task force as top performer. We hope that those who have done more than what is expected from them, will be rewarded,” she added.
The PBB, which is a top-up bonus, will be given to personnel of bureaus in accordance with their contribution to the accomplishment of their Department’s overall targets and commitments.
For consideration are achievements by the Departments of performance targets under their respective Major Final Outputs (MFOs), and priority program or project commitments as agreed with the President under the five Key Result Areas.
Provision of PBB will also be based on accomplishment of good governance conditions set by the Inter-Agency Task Force
The DBM official said the PBB system was designed to address a longstanding problem in the Philippine bureaucracy, where the distribution of bonuses – and their corresponding amounts – was sometimes subject to biases.
Last week, the DBM has released P5,000 across-the-board productivity enhancement incentive for each state workers.
The benefit covers personnel occupying regular, contractual, or casual positions; appointive or elective; rendering services on full time or part time basis; military personnel; uniformed personnel; and local government unit (LGU) employees.
LGU workers, including those in the barangay government who are compensated through monthly honoraria, may be granted the one-time PEI for 2012, at rates to be determined by the local sanggunian, depending on the LGU financial capability. (SARWELL Q. MENIANO)
