There is water after all!
We experienced the worst water supply some months back that has caused us lack of sleep because we had to wait up to midnight to watch water flow in our taps. I am referring to Phase 6 V&G Subdivision, specifically at Diamond Street where I live. By graces some two weeks ago water started to flow albeit far from perfectly adequate but at best there is water flowing.

Leyte Metropolitan Water District (LMWD) general manager Nestor “Ganggang” Villasin revealed that they had to rehabilitee immediately the old pipelines, to provide temporarily relief to water consumers meanwhile who were affected by the lack or at times absence of it while waiting for that new water system with a new water treatment plant that is being undertaken now SOLELY for Tacloban consumers.

By and large it will be the best thing that will ever happen in Tacloban not because of HUC officials’ efforts or desire but because LMWD is efficient in dong its mandated responsibility.

Ganggang is an efficient, effective and experienced professional, and (a college graduate, ehem!) who was a bank manager, a board member of the Sangguniang Panlalawigan and eventually vice governor of Leyte. He may yet represent the second 2nd district of Leyte as congressman in time. He did not tell me this but a lot of Barugonons dream for it to realize.

Now it’s there, adequate supply of water is a dream realized. The on-going project implementation of the new water facility was stalled for weeks (months?) because DPWH Tacloban district stoped it invoking violations of digging canals for the new big pipes not according to specific distance and where digging should be done.
Now all praises from heaven, DPWH regional office eventually allowed LMWD to continue the project, narrating of course specifications on the manner and how to do it. Some adjustments were made however to satisfy the requirements. Rightly so GM Villasin says he is going to follow all instructions mandated by DPWH.

So, there will be adequate water supply for Tacloban before the end of this year the earliest forecast, or early 2013, the latest.
* * *
We only hope that this time HUC Tacloban officials will no longer demand unnecessary requirements to have this project completed soonest. They are obviously aware I hope, that it will provide wholesome benefits to Tacloban residents. Besides no one can deny that adequate water supply will further entice investments to locate to Tacloban for we know that it is a basic component to any establishment that will be put up anywhere in the city.
