The Mimmiette legacy

On her third and last term as the second highest public official in Leyte, Vice Governor Mimmietta S. Bagulaya bow’s out of office come 2013, happy and sporting with a sense of pride for her accomplishment and leaves a legacy in the Sangguniang Panlalawigan that she headed for almost 9 years now.

She claims, however, that all these accomplishments were made possible with the cooperation of the members of the province’s legislative body and was endlessly inspired by Governor Carlos Jericho “Icot” Petilla.

* The codification of legislations passed by the Sangguniang Panlalawigan comes now as easy and is ready references for researchers. These are categorized as environment issues, tourism concerns, gender issues, infrastructure, agriculture, arts and other major concerns of development in the province.

* Direct participation of people in the provincial legislation is now institutionalized with the conduct of scheduled “sesyon sa bayan” where they conduct their sessions in towns. Heads of municipal offices, barangay chairmen, even opinion leaders, youth leaders observe the formal SP deliberations after which they participate in discussing topics that concern their respective locality at the same time seek from the SPs clarifications on what has been deliberated on during the session.

* Human resource development to the member of her staff has been undertaken especially updating them on various legislative works of the Sangguniang Panlalawigan.

* On the physical aspect, a mini gym with facilities had been installed where employees do their regular workouts on the third floor of the SP building. There is now a colorful historical photo gallery showing various activities of the Sangguniang Panlalawigan has been set up, again for researchers and other interested individuals source of information.

According to observers the Sangguniang Panlalawigan of Leyte during Mimmiette’s watch was able to pass more resolutions, ordinances compared to previous tenures, to include the power of review over Sangguniang Bayan legislations.

From here, where to Mimmiette?

As national chairperson of the League of Vice Governors, the members of the league are now degree holders of the Diploma in Local Government Development they earned from the Development Academy of the Philippine (DAP). For her part, she defends her policy paper entitled “Legislative Tracking System for the SP, Leyte” comes August 6, 2013.

Graduation will be on August 29, 2012. Keep it up Vice Governor Mimmiette Baguluya !
