Good news to LGU employees
Department of Budget and Management (DBM) Regional Director Imelda Laceras has further enhanced her already pretty composure and a lovely face not only to her loving husband but recently to local government employees. This is so because of her early warning and strong message addressed to LGU executives to prepare their budgets and seriously take into consideration for new salary adjustments in 2013.

Funding requirements, however, shall be sourced out from the funds of the LGU. An appropriation ordinance will however be passed by Sanggunians of the province, cities, towns, and to include the barangays.

Worth noticing is Director Laceras strict reminder to LGUs to follow directives governing the implementation of this fourth trance of the salary schedule that will take effect on January 2013.

Strict reminder? LGU officials, I would venture to guess, have the desire to provide decent salaries to their employees. Many of them have helped win the political contest in elections. Besides, good salaries are one of the main considerations to exact exemplary performance. Good performance paves the way to successful implementation of policies laid down by these local executives for the benefit and satisfaction of their constituents.

Ambitions, visionary and talented professionals go to private establishment because all big-time – high financed business companies pay better salaries, enjoy perks and satisfying privileges not offered by government offices.

Increase of salaries across the board is really not significant to outstanding performers because of financial constraints.
The President should, however, provide special treatment to individuals with incentives to employees who make a difference. There are the employees who exercised tremendous efforts and intelligence in the implementation of government program that effectively benefited our people.
Along this line, the DBM and in close coordination with Cabinet members, should sit down to come up with guidelines and funds relative to this proposal. This will attract gifted people in society and will be a sure-fire plug to stop brain-drain in government.
