Oaminal to ask chief execs to help promote EV’s drug rehab facility
TACLOBAN CITY – Attorney Paul Clarence Oaminal, who is a former Dangerous Drug Board undersecretary, said he would ask local government chief executives in the region including family members of drug dependents to help promote the drug rehabilitation facility existing in the region.
Oaminal, a drug -free work place and country advocate, had been touring the Visayas and Mindanao regions conducting lecture on anti-illegal drug education among government personnel especially among law enforcers who are in the forefront in the implementation of anti-illegal drug campaign.
“The drug rehabilitation center in Region VIII is far better than the drug rehabilitation centers in Cebu,” said Oaminal in a brief talk.
“The problem is, only few people know that a rehabilitation center in Dulag exists, that is why some families send their loved one who needs rehabilitation in Cebu,” Oaminal added.
He added that although some families of drug dependents here in the region already know that there is an existing drug rehabilitation center in the municipality of Dulag, they still opt to send their patients to Cebu in order to avoid embarrassment.
The drug rehabilitation facility that Oaminal referring is the Department of Health- Drug Treatment Center formerly known as SALAG (Saving Lives in A common Ground) established during the incumbency of now Palo Mayor Remedios Petilla, who was at that time governor of the province and chairman of the Regional Development Council.
The Dulag facility was formally turn-over to the management of the DOH as mandated by law to make all government run drug rehabilitation facilities be under the supervision and management of the health department.
The Parole and Probation Administration regional office once managed it prior its turn over to the DOH.
At present, according to Oaminal, the facility has about 15 residents and some are about to leave as their rehabilitation process is about to be finished.
“Government officials must know that there is an existing drug rehabilitation facility in Leyte so that they can help us declog the rehabilitation facilities in Cebu,” said Oaminal.
The said information from Oaminal was verified as correct by Dr David Baron, an administrator in one of the government run drug rehabilitation facility in Argao, Cebu.
According to Dr. Baron, “residents” in the facility came from various places in the region, some of them been placed in drug rehabilitation centers in Cebu.
The drug rehabilitation facility in Dulag offers and houses drug treatment care that will last for a year after a year of in-house care, another program called an after -care where resident will be allowed to go-out to the community but to be supervised by DOH personnel.
Oaminal added that at present Senator Tito Sotto is now working to amend Philhealth Law that will cover drug rehabilitation process be part of the health insurance coverage of Philhealth.
The purpose to include drug rehabilitation expenses be part of Philhealth health insurance coverage is to lessen the burden of the families of drug dependents as most of the rehabilitation centers in the country are asking for payment especially on private rehabilitation centers.
At present there are 96 rehabilitation centers in the country, 48 are DOH accredited and 28 are owned and run by the government. (Roel Amazona)
